Study Loan Programme
Rules and Regulations
(1) Name of the Programme:
The Study Loan Programme shall be called “Singapore Foong Shoon Fui Kuan (Lau Peng Kong / Wong Woon Ching) Study Loan Programme” (hereinafter referred to as The Study Loan Programme).
(2) Background of setting up the study Loan Programme:
Mr. Liew Sing Hun, In fond remembrance of his parents’ effort in bringing him up and providing him for his education, and at the same time in expressing his thankfulness to Heaven in bestowing him all the kindness during his life time, has decided to set up this Study Loan Programme, to be wholly financed by his own resources,to assist descendants of his parents as well as members of Singapore Foong Shoon Fui Kuan and their children who are of good character, and achieving good academic results but lack of financial means to pursue higher learning to have the opportunity to receive tertiary education.
(3) Eligibility of Applicants for the study Loan Programme:
(a) Any descendant of Lau Peng Kong / Wong WoonChing, regardless of gender, residential territory and locality of the tertiary institutes for admission.
(b) Any members of Foong Shoon FuiKuan or their children, residing in Singapore, the tertiary Institutes in question are restricted to those based in the republic of Singapore only. Applicants must be Singapore Citizens and be a member of Singapore Foong Shoon Fui Kuan ofnot less than one year.
(4) Estimated Number of Applicants for Each Year:
For the time being it is expected that only two applicants may be accepted each year.
(5) The Estimated Amount of Study Loan Fund Required for First Six Years:

|(d) Year Four:||S$96,000.00|
|(e) Year Five:||S$120,000.00|
|(f) Year Six:||S$144,000.00|
For those applicants whose study courses is three years, part of the study loan granted to them may be repaid and thus the required amount may be reduced consequently from year four.
(6) The Amount of Study Loan for Each Applicant:
(a) The amount of study loan shall not be more than the total fees levied by the tertiary institute’s administration subject to a maximum amount of S$12,000.00 per year per applicant.
(b) The number of academic year available for each applicant shall be in accordance with the length Of study programme stipulated by thetertiary institutes subject to a maximum of six years. This Study loan is not available for students in pursuit of Master or PhD courses.
(c) Should a successful applicant be expelled by the tertiary institute in which he is pursuing the courses as a result of misconduct or his academic results do not meet the required standard set out by the tertiary institute, the study loan should thereafter cease to be available for the applicant.
(7) Administration or the Study Loan Fund:
The study loan fund shall be managed independently by the Study Loan Committee set up under this programme.
The Study Loan Committee shall consist of six members to be chaired by Mr. Liew Sing Hun (or anyone appointed by him). Mr. Liew Sing Hun shall nominate two other members of his choice and the other three members are to be appointed by the Management Committee of Foong Shoon Fui Kuan.
The six committee members shall consist of one chairman, one secretary, one treasurer and three committee members
The Study LoanCommittee may appoint competent personnel to form a selection committee for purpose of processing and selection of successful applicants. The selection committee should have full power and discretion to select the successful applicants.
(8) The Finance of the Study Committee:
A separate bankaccount shall be opened to administer the study loan fund.
(9) The Procedure of Application and Scheme of Repayment of the Study Loan:
The applicants have to complete a comprehensive application form giving his/her name, age,identity card no,address, gender and reports of academic result for two years immediately preceding his/her application as well as report of his/her good conduct.Furthermore, particulars of applicant’s parents or guidance’s name, identity card no, occupation, address and relationship with the applicant, evidence of annual income (such as IRAS income assessment) are also required. The applicant will also have to disclose whether he/she is applying for scholarship, study loan or bursary to other organisations and the amount of scholarship, study loan or bursary he/she is applying for. The applicant is required to sign up the following undertakings:
1) A personal guarantee that he/she will repaythe study loan to the study loan committee immediately after completion of his/her courses or cessation of his/her study in accordance with the schedule of the repayment scheme.
The guarantee may be signed by the followings:
1. The applicant himself
2. His/her parent or guidance
3. A third party who is financiallyestablished
2) Life assurance: the applicant has to effect a life assurance policy on his/her awnlife for the duration of not less than ten years and assign the said policy to the study loan committee. For purpose of economy, a term assurance policy will suffice.
(B) Repayment Scheme:
1) As soon as the applicant has completed his/her courses or ceases his /she study for whatever reasons, he/she must inform the study loan committee forewith and shall commence to repay the study loan within three months. Should he/she have definite plan to continue his/her academic pursuit he/she may apply to the study loan committee for postponement of study loan repayment for consideration.
2) Amount of repayment:
1. Before theapplicant has succeeded in obtaining an employment or engaged in any gainful occupations S$ 30.00 per month.
2. For those who have obtained an employment or occupation, the following repayment scheme shall apply.

All payment must be received by the studyloan committee before the 10th day of every calendar month.
The above scheme of payment may be revisedfrom time to time as and when the study loan committee deems it fit to do so.
(10) The Duty and Due Performance Requiredby the Successful Applicants:
Any applicantupon successfully been granted the study loan shall diligently undertake to perform the following:
(a) To furnish his/her academicresults to the study loan committee as soon as he/she receives such result from the tertiary institute concerned.
(b) Upon completion of his/heracademic study to furnish to the study loan committee particulars of his/her occupation income and other relevant information as required by the study loan committee.
(c) Should there be any change ofhis/her occupation address to inform the study loan committee immediately.
(d) The applicant should authorizethe study loan committee to request particulars of his/her occupation, income from his/her employers.
(e) Should the applicant fail torepay the study loan in accordance with scheme of repayment not in time, he/she has to pay an overdue interest of 12% per year subject to a minimum charge of S$20.00 per month.
(f) Should the applicant fail torepay the study loan, the study loan committee may take legal actions to recover the amount overdue and all legal cost incurred thereby shall be borne by the applicant.
(11) The Power of the Study Loan Committee:
The Study Loan Committee shall haveabsolute discretion in the selection of successful applicants and the distribution of the study loan fund, and may submit the particulars to the Management Committee of Foong Shoon Fui Kuan. The Management Committee of Foong Shoon Fui Kuan shall not interfere with the decision of the study loan committee in all matters pertaining to the administration and management of the study loan fund.
(12) Amendment to the Rules and Regulations of the Study Loan Programme:
The rules and regulations of the study loan programme shall beeffective as soon as it is approved by the study loan committee who may revise the rules and regulations from time to time as it deems fit to do so.
(a) Any member or associate member of Foong ShoonFui Kuan, may sponsor for one or more loan scheme for a duration of four to six years. The sponsor of such loan scheme, deserve the right to name such loan scheme of his/her choice.
(b) In the case where a specialloan scheme is sponsored by a member or associate member of Foong Shoon Fui Kuan, this said sponsor mayopt to make the eligibility of applicant easier than as specificin condition (3) of the programme.
Should underany unexpected circumstances whereby the study loan programme has to be dissolved,the study loan committee may at its sole discretion distribute the study loan fund to any charitable organisations of its choice.
